Off street parking - car parks
District/borough councils are responsible for the majority of car parks.
Cumbria County Council are responsible for the following off-street car parks:
- Cecil Street car park, Cecil Street, Carlisle, CA1 1NT
- Cumbria County Council's office car park, Tait Street, Carlisle, CA1 1SL
- The Citadel car park, Bush Brow, Carlisle, CA3 8NA
- County Hall car park, Busher Walk, Kendal, LA9 4RQ

The Council offers a pay by phone facility to purchase parking time on its car parks. To pay for your parking or for more information please visit Flowbird website. You can also download the Flowbird App.
Once registered enter your vehicle details, select the location as indicated below, choose your duration and tariff and finally the method of payment. Once completed your payment will be registered on the system. Please note there is a 20pence convenience fee per transaction.

Terms and Conditions
1. The Annual Parking Permit is only valid in the selected car park as stipulated during registration. Permits are not transferable between car parks.
2. The Annual Parking Permit is only valid on the day(s) stipulated during registration.
3. The permit holder will be provided with a unique account in which to manage their parking. It is the permit holder's responsibility to provide a vehicle registration number during registration.
4. It is the permit holder's responsibility for updating their account if and when a different vehicle is used to the one first recorded during registration.
5. Renewing an Annual Parking Permit is the responsibility of the holder; reminders will not be issued by Cumbria County Council.

7. Following your cancellation of any permit issued by Cumbria County Council refunds in respect of unused permit periods may be made at the Council's absolute discretion from the date the cancellation email is received.
8. Any refunds will only be considered in respect of full unused months.
9. Cumbria County Council's car park permit scheme is a facility offered to customers who use Cumbria County Council's car parks on a regular basis. However, the Council cannot guarantee that a parking bay will be available at any particular time for a permit holder. The Off-Street Parking Orders in force stipulate that vehicles must be parked within bay markings and those contravening those Orders will be liable for a Penalty Charge Notice.
10. The permit is issued for one vehicle at any one time. Only one permit can be issued per payment.
11. Cumbria County Council's car park permits are only available for issue to motor cars and private or light goods passenger vehicles capable of carrying up to 7 passengers.
12. Cumbria County Council reserves the right to withdraw the permit facility at any time without prior notice. In this event, every effort will be made to offer an alternative. If this is not suitable then a full refund of the unexpired portion of the permit will be made.
13. Cumbria County Council reserves the right to provide reasonable (non-guaranteed) alternative temporary or permanent car park provision at any time to permit holders due to the need for operational changes at its absolute discretion.
14. Any person duly authorised by Cumbria County Council may close all or any part of a Cumbria County Council car park whenever it is considered such closure is reasonably necessary. Permit holders must not enter any Cumbria County Council car park once closed. Failure to comply with signs or instructions given by duly authorised personnel may result in action taken by the Cumbria County Council.
15. Permit holders may use the car park bay for car parking purposes only and for no other use.
16. Subletting of a bay or permit is forbidden. Under these circumstances, the permit privilege may be withdrawn, and no refund will be payable.
17. Permit holders must comply with all rules and requirements displayed in the car park.
18. Cumbria County Council reserves the right to revoke any permit if it finds that the permit holder has misused the facilities offered.
19. All vehicles must be properly licensed taxed and insured. Cumbria County Council reserves the right to revoke a permit without refund in the event that the Council finds that a vehicle is not properly licensed or taxed or insured.
20. Cumbria County Council shall not be liable for personal injury or for loss of or damage to vehicles their accessories or contents in any of its car parks.
21. Cumbria County Council may contact, on occasions, a permit holder via email, text or phone in relation to the service provision of all car park related matters. Contact will be proportionate, not excessive, and will be for notifying permit holders of, for example, car park closures and tariff changes.
22. Cumbria County Council reserves the right to amend these Terms and Conditions at any time at its absolute discretion.
23. The conditions and regulations imposed by Cumbria County Council in its Off-Street Traffic Regulation Orders as in force from time to time shall apply to permit holders.
24. The provisions of these terms and conditions shall be binding and enforceable against permit holders issued with Annual Parking Permit hereunder.

If a Penalty Charge Notice remains unpaid, a warrant of control may be issued in the vehicle keeper's name under the authority of the Traffic Enforcement Centre at Northampton County Court.
This warrant will be passed to the Council's enforcement agents, Equita Limited. They will contact the vehicle keeper to request payment. If payment is still not made they may instruct a certified enforcement agent to find another way to secure payment.
