The Citadels Consultation

Have your say between Thursday 14 May - Thursday 4 June 2020

Local residents, businesses, students and visitors are being given the opportunity to have their say on ambitious proposals for a new campus for the University of Cumbria at Carlisle's Historic Citadels and its surrounding area. 

The Citadels are a major gateway into the city and are a key part of the history and identity of Carlisle.

As part of the Borderlands Inclusive Growth Deal, £50 million of funding has been allocated for the second phase of work to bring new purpose to The Citadels.  

Plans are in place to transform the Citadels Buildings and the adjacent site to become a new home for the University of Cumbria.

This site can, potentially, be transformative to the character and status of Carlisle and the wider Borderlands area.

We would like to know what you think about the Citadels and area around them and the potential for their future use.

The project is being developed jointly by Cumbria County Council, Carlisle City Council and the University of Cumbria working with Cumbria LEP as a key partner.

    The Citadels have been identified as a strategic project within the Borderlands Inclusive Growth Deal.

    The project consists of three phases:

    • Phase 1 Carlisle Railway Station. 
    • Phase 2 The Citadels buildings.
    • Phase 3 Caldew Riverside.

    This consultation relates to The Citadels but links in with the other parts of the wider project.

    The first public consultation ran between 18 September to 9 October 2019 and focused on four key areas with different issues and opportunities: 

    • Court Square
    • Station Entry and Interior
    • Car Park and Access
    • Junction and Route Improvements

    Cumbria County Council and Carlisle City Council held a consultation period between Wednesday 18 September and Wednesday 9 October 2019. 

    This included public events at Carlisle Railway Station and the Lanes Shopping Centre.  

    The consultation process informed the public of our objectives for Carlisle Railway Station and  invited them to review the key issues and opportunities identified at the station.

    Your views and ideas on our two design options are important to help us shape our plans and assist us in the selection of a preferred scheme design that fits the needs of the station's neighbours and customers, the city of Carlisle and the wider Borderlands area.

    We would like to understand more about what you consider to be the best features of the Citadels and the area surrounding them and what you would change.

    The next steps following the end of this consultation will be to:

    • Analyse your responses and summarise in a short report.
    • Develop a preferred design option to improve the station in response to what you tell us in this consultation.
    • Come back to you with designs as part of the formal public consultation on the scheme.
    • Fine-tune and finalise the scheme following your feedback.
    • Prepare an Outline Business Case to submit for Government approval.
