Cumbria Minerals and Waste Local Plan (MWLP)

The Minerals and Waste Local Plan (MWLP) is being prepared as part of the development plan system that the Government brought into effect in April 2012. These Local Plans have to be consistent with the national planning policies that are set out in the National Planning Policy Framework.

Cumbria's MWLP will be for the period up to the end of 2030 and is for those parts of Cumbria that are outside of the Lake District and Yorkshire Dales National Parks. The Local Plan has to be prepared by the County Council because it is the local planning authority for minerals and waste management developments.

The MWLP is a single document with three sections: - strategic policies, development control policies and site allocations, together with a Policies Map. It is accompanied by supporting documents that informed its preparation and also a suite of Evidence Base documents.

The MWLP incorporates much of the content, updated as necessary, of the adopted Cumbria Minerals and Waste Development Framework (MWDF) documents. These documents were prepared under the previous development plan system and are the MWDF Core Strategy and Generic Development Control Policies.  They can be viewed on the Adopted MWDF Documents webpage.  The MWLP also builds on the work that was being undertaken on the MWDF Site Allocations Policies and Proposals Map, but which was withdrawn part way through its examination, by the Planning Inspectorate, in 2012.  This document can be viewed in the Archive of MWDF Documents and Stages. The County Council carried out a number of consultations on drafts of the MWLP, the content of which can be viewed via the links on the left hand side navigation bar. The Council has considered the responses received from these consultations and has updated the draft MWLP as necessary. 

The MWLP was submitted to the Secretary of State for examination on the 9 September 2016.  Once the MWLP has been examined by the Planning Inspectorate and formally adopted by the County Council, it will replace the MWDF.
