Cumbria Compact - 2011 (Refreshed December 2013)

The county council has signed up to the Cumbria Compact.   This means we have pledged to develop better and stronger relationships with the voluntary, community and charity organisations we work with.

The Compact is an agreement which lists a number of principles on how a statutory sector organisation (such as the council or the NHS) should do business with the third sector (voluntary, charity or community organisations).

The committments of the Compact include:

  • Sharing financial risk fairly
  • Sharing information
  • Giving a minimum consultation period of 12 weeks when a major service change is proposed
  • Supporting the principle of full cost recovery, and working towards achieving this 
  • Funding third sector organisations in advance of spend (or in line with any specific contractual arrangements as may be agreed)  

The shared principles of the Compact are:

  • Independence
  • Diversity
  • Equality
  • Volunteering
  • Citizen empowerment
